Good thought, but it's been tried. You know what happens when you put a homeless person in an empty house that doesn't belong to them? They trash it. They do drugs in it, they burn it down, they invite their crack & meth head friend and hookers there..Do you actually know what a homeless person smells like? It's a good thought but impractical.
